Some news from the energy underground concerning Peak Oil .

Within 5 years every major refinery in the United States with a rail link to Alberta will have a facility to process Canadian Tar Sands into fuel. Some rail links may be extended and interconnected, along with provisions for express runs through certain corridors like the CanaMex route through the west central US.

My personal theory is that the Oil companies  have decided to do all the processing of the material in a warmer climate to avoid the use of natural gas to melt the stuff out of the sand.

Contracts have been issued to begin construction of 1000 specially designed hopper cars to haul the stuff directly from the Canadian deposits.

The Oil Companies wouldn't be spending all that money that they've gotten from the American Consumer on a project like this unless they are very aware that Peak Oil has arrived.
