The money will be used to create the Sidney Kimmel Institute for Nuclear Renaissance, SKINR, which will involve researchers from the Missouri University Research Reactor and physics, engineering and chemistry departments. Mostly, MU scientists will be trying to figure out why excess heat has been observed when hydrogen or deuterium interacts with materials such as palladium, nickel or platinum under extreme conditions. Researchers don’t know how the heat is created, nor can they duplicate the results on a consistent basis. “It’s a chance to turn cold confusion to real understanding and opportunity,” said Rob Duncan, MU’s vice chancellor for research. ... First: an electric field cannot exist on the surface of a conductor(well known) Second: particles can travel of the surface of a conductor without the expediture of energy. (little known, discovered by Romer at the University of Chicago back in the 60's). Check out his work in Surface Physics. OK MU guys you ought to be able to figure it out now. Should I send the bill to you or Mr. Kimmel? At the time of this discovery, there was speculation that something like LENR could occur but at the time, oil was selling for $2 a barrel and the research was abandoned.
