The following is an interesting extract from a message by Jack Sarfatti posted in the Sarfatti_Physics_Seminars yahoo group related to the part on "Explore Vacuum Energy" from Millis' report:

Note, that contrary to Hal Puthoff's recent denials, appeal to Casimir force effects for metric engineering are still being made by Mark Millis as late as May 2004. Everyone knows that Millis gets his marching orders on this topic from Puthoff. Notice for the historical record that there is no explicit mention of

1. PV ZPF from virtual electron-positron pairs

2. Vacuum Coherence Order Parameters

3. Dark energy discovered in cosmology with its anti-gravity.

4. Connection of "dark energy" to Bondi's and Terletskii's "negative matter propulsion," to Kip Thorne's "exotic matter," to Paul Hill's "acceleration field" and to George Trimble's "G-Engine" (ref. Nick Cook's "The Hunt for Zero Point.")

5. Use of Josephson effect to achieve the Podkletnov/Ning Li Effect

I hope Hal succeeds experimentally even though his theory is wrong. He may get lucky in the lab.

Ken Shoulders and I have since collaborated on an explanation of the charge clusters as EVOs (Exotic Vacuum Objects).
