On a conducting substrate, etch an array of cavities the depth of one quarter of the wavelength that corresponds to the Debroglie wave of the charge carriers velocity at the ambient temperature. Thats a pretty small dimension, less than 1000 atoms deep. They can be round , square, it shouldn't matter.

Make sure you stuff as many little cavities on that substrate as you can, there should be billions, trillions, even more.

Make a lot of those substrates the same way, stack them on top of one another with a layer of insulation in between so they don't touch. since they are very thin, pack as many of them as you can on top of one another.

What you have made is spacecloth a material that presents itself to an oscillating electric field as if it were an extension of infinite space, with a resistance of 377 ohms. It will turn any changing electric field into heat, except that it unlike conventional radar spacecloth, it should have no upper cutoff frequency, or at least the cutoff should be much higher than the equipartion energy at room temperature.

First, this is very difficult to do. but is becoming possible as nanotechnology progresses, and there may be some other factors that we don't know about that might interfere. In particular, the Debroglie wavelength may be somewhat different than what we calculate when resolving down to that small scale.

Thats just the beginning, but that where I have started. Its not simple, but things that are ultimately rewarding usually are not.
