I apologise for not explaining the principal more clearly, although it is a difficult one to grasp. The cell size limitation comes from the functional side of the concept. Since you can only sink the zpe to the ambient temperature to extract work from it, then it is only neccessary to have a source that corresponds to the average wavelength of the temperature that you are dropping to. The cell could be as large as a football field but you could still only extract the energy that would correspond to the ambient temperature, and why use a cell that big and only extract a nanowatt? Better to use a giga number of small cells and get the multiplying effect of a giga number of small energy producers. The size limitation is only an average, which corresponds to the Equipartition of energy at room temperature. In reality it ranges through the whole spectrum, but the Equipartition level wil be where the greatest number of ground states exist. At room temperature that wavelength is about 10,000 Angstroms, or about the size of a virus.
