This article on PhysicsWeb describes some the controversy around Blacklight Power's claims that there is a state of hydrogen below the so-called ground state (a hydrino) which can be used as a source of power. A researcher at the University of Antwerp argues that hydrinos may be allowed by existing quantum mechanics theory.
