US in the dock over climate change wrangling

The US has come under heavy fire for renewed refusals to commit itself to binding reductions in greenhouse gas emissions targets.
At a major UN summit on climate change held in Montreal, which is entering a crucial stage, Washington has blocked a Canadian proposal for a two-year round of multilateral talks on a global long-term strategy to curb climate change.
According to media reports, the Americans fear the talks are meant to
lead them into binding commitments to curb gas emissions causing global
warming.
Canadian Prime Minister Paul Martin fiercely criticised Washington’s
obstructionism, stating, according to press reports, "To the reticent
nations, including the United States, I say this: There is such a thing
as a global conscience (…) And now is the time to listen to it."
