He covers a lot of the same ground that Andrea Rossi and Garett Moddel have discussed, and provides useful information about how the Casimir effect is an example of ways that energy can be extracted from the vacuum, which he says is really not empty space, but rather it is teeming with electromagnetic waves.

Rossi gets his energy gain from the electromagnetic field. When two electrons repeal each other, that repealing energy comes from EMF.

Rossi forms clusters of electrons that at first have no charge. The cluster eventually grows larger on its own volition by adding many more chargeless electrons to the cluster. Each of those electrons have potential electrostatic energy. This cluster will eventually become unstable and the electrons will rapidly get back their charge in an electrostatic explosion. This return of charge converts the electrostatic potential energy of the electron cluster into kinetic electrical energy.

The explosion of an electron cluster has no relationship to zero point energy which is the process of creating particles from nothing and the return of those particles to nothing.

The electron cluster building involves the change of state of existing electons into a bosonic from and an eventual return to the electron's normal fermion state.
