No they are saying it costs $3000 and that operating costs are negligible. Then they divide $300 by 200 months to get $15 / month.
the cost of operation based on the system purchase price, plus the periodic cost of replacement filters divided by the total amount of Kilowatt Hours and therms of gas produced during the system's 20 year projected life
That arithmetic is just not the way to come up with the monthly cost equivalent of an up front cost. But if you think there is no need to add finance charges, I'm sure we can find a broker to sell you lifetime electricity for "$50 per month" if you write them a check now.

A 5-10 kW inverter costs thousands of dollars.

Maybe they're way off in their estimates, but there's certainly nothing inappropriate or unethical in anything on the GWE page. They need not include finance charges in the price of the device any more than a car manufacturer does. Maybe it doesn't include the cost of an inverter, but the walkie-talkies I just bought didn't include the cost of batteries, either.
If the batteries cost twice as much as the walkie talky, you would have needed to know that before making an informed purchase decision.
